A seasoned HR leader and transformation advisor with over 13 years of experience in human capital management spanning semi-government, startups, business consulting, oil & gas, petrochemicals, and multinational corporations.
Hamad currently serves as an Advisor and Talent Acquisition Director at the Academic Leadership Center (Ministry of Education) in Riyadh, a position he's held since August 2021. In this role, he established the talent acquisition framework and developed a competency framework for academic leadership across Saudi Arabian universities, while also advising the Vice Minister of Education for Universities, Research, and Innovation. Prior to that, he directed Talent Acquisition at the National Development Fund (October 2020–August 2021), helping launch HR frameworks, organizational design, and HRIS systems for this new government financial entity. He also held consulting and senior HR roles—including at Wareef United, Tharwah Human Resources, OSN, Nielsen, Chemanol, Halliburton, and others—where he has consistently spearheaded organizational design, competency frameworks, recruitment, change management, performance systems, Saudization efforts, and HR policy development across both the private and public sectors in Saudi Arabia.
