Benchmarking and development of HR Policy and Procedures for a large petrochemical company in the KSA


  • Considered the world’s largest Petrochemical Complex project in the world today and the largest ever built in a single phase, started producing ethylene and polyethylene in 2015
  • It is a joint venture between the Saudi Arabian Oil Company and Dow Chemicals and has an output of 3 million tones a year
  • As the organization moved from the startup to operations the need for upgraded HR Policy and Procedures was more than evident


  • Organization had very complex employee segmentation including permanent, seconded, contingent, contract and temp staff
  • In addition to this, expat population was comprised of over 87 nationalities and this was clearly a challenge from the people management perspective due to different management styles
  • The organization required equitable clear and concise as well as modern HR Policy and Procedures aligned with the overall business strategy and shareholders objectives


  • Our international team comprised of HR and business (Petrochemicals sector) Subject Matter Experts put together a comprehensive benchmarking report against the best practices and business specific requirements (i.e. scheduling, employee relations, development, benefits, etc.)
  • We reviewed relevant KSA employment legislation to understand the policies that are required for compliance in the Kingdom
  • In addition to this we had to evaluate regulatory requirements in 5 other contraries where the client had on-the job trainings
  • Ultimately, we managed to deliver a comprehensive study that led to the upgrade of the of HR Policy and Procedures

  • Protect individuals and the organization from the pressures of expediency
  • Easy to understand procedures enabled members at all levels (Managers, Employees and HR) of the organization to clearly understand how to carry out or implement a policy
