Workload Analysis for a 24 facilities refinery in one of the biggest vertically integrated oil and gas companies in Europe

Situation

  • Working on the post acquisition integration and business realignment, client had to rebalance its headcount in their refinery (2,450 headcount)
  • After the acquisition of the government run and operated refinery significant investments were made toward the modernization and business process and culture integration
  • Two new facilities were commissioned totaling over US$500M investment to significantly increase the production capacity
  • These investments required significant addition to headcount adding complexity to almost all aspects of human capital management

Challenge

  • Number of units had jobs with evident surplus and/or deficit of incumbents but absence of internal capabilities to assess the size and magnitude of the gap
  • The organization struggled negotiating with the unions on the workload distribution and employee utilization rate that was causing continuous increase for the overtime compensation
  • The workload distribution between the organization and subcontractors and suppliers was at a disbalance preventing significant productivity improvements
  • Failing to reach the performance targets due false assumptions used in planning and scheduling of resources

Action

  • Launch the project and receive the support of the Company’s top management to implement workload analysis study
  • High level review of the current state of the company related to the human resources
  • Categorize the jobs and determine the study’s scope of analysis Workload analysis and staff utilization rate was measured – appropriate number of employees was identified for each of the assessed units
  • Corrective actions were identified and the financial impact on the budget was assessed

Result

  • Enabled the client identifying the actual needs of human resources both in terms of quality and quantity in the short term and long term
  • Maintaining the appropriate number of employees in the work system, to ensure not to prevent or delay performing the assigned tasks
  • Ensured the effective and efficient use of the organizations resources and enhanced the organization productivity
  • Improved the performance of the various units of the organization
